Result
- Rhondda Cynon Taff: The byelection in Ynyshir division held on 5 December was won by Julie Edwards. Labour gain from Plaid Cymru.
Changes of allegiance
- Fife: Linda Holt, who was elected for the Conservatives in East Neuk and Landward ward, has left the party to sit as an Independent councillor.
- North Lincolnshire: Mark Kirk, who was elected for the Labour Party in Crosby and Park ward, has left the party to sit as an Independent councillor.
- Suffolk: David Nettleton, who was elected as an Independent in Tower division, has joined the Conservative Party.
- West Suffolk: David Nettleton, who was elected as an Independent in Tollgate ward and was leader of the Spectrum group, has joined the Conservative Party.
New vacancies
- Brent: Barnhill ward, after the resignation of Labour councillor Sarah Marquis. Term ends 2022.
- Brent: Wembley Central ward, after the resignation of Labour councillor Luke Patterson. Term ends 2022.
- Flintshire: Trelawnyd and Gwaenysgor division, after the resignation of Conservative councillor Andrew Holgate. Term ends 2022.
- Swindon: Rodbourne Cheney ward, after the death of Labour councillor Des Moffatt. As his term was to have ended in May, no byelection can be held.
Dates for byelections
- Brent: The byelection for two seats due in Barnhill ward will be held on 23 January 2020.
- Brent: The byelection due in Wembley Central ward will be held on 23 January 2020.
- Flintshire: The byelection due in Trelawnyd and Gwaenysgor division will be held on 12 December.
