Independent Group 3, RCT Independent Group 2 (the Green Party councillor also sits in this group), non-aligned 2. Largest authority in the South Wales Valleys, named after three of the rivers at bottom of them. Ex mining area, now popular for inward investment; largest towns are Aberdare and Pontypridd. Includes Llantrisant, unfairly tagged 'the hole with the Mint' (Royal Mint).

The Conservatives held Llantwit Fardre at a byelection on 3 September. Richard Yeo (Beddau and Tyn-y-nant) moved from Labour to unaffiliated in July 2026. Plaid Cymru held Treorchy at a byelection on 25 June. Mike Powell (Trallwng) moved from RCT Independent Group to Green Party in April 2026.
