The main towns are in the north of the district: Caterham, Warlingham, and Woldingham.

The council will be merged with Elmbridge, Epsom and Ewell, Mole Valley, and Reigate and Banstead, forming a new East Surrey unitary council in 2027. At a byelection on 6 November, the Liberal Democrats gained Westway from the Conservatives.
