The council will be replaced by two unitary councils in 2027. At byelections on 16 October, the Liberal Democrats gained Camberley West from the Conservatives and Guildford South East from Residents 4 Guildford and Villages; they held Caterham Valley. Victor Lewanski (Reigate) moved from Conservative to Independent in September 2025. At byelections on 21 August, Reform UK gained Addlestone and the Liberal Democrats gained Hinchley Wood, Claygate and Oxshott, both from the Conservatives. Andy Lynch (Horley West, Salfords and Sidlow) moved from Conservative to Reform UK in July 2025. The Liberal Democrats held Woking South at a byelection on 10 July.
