Independent Group 8, Independents for Powys 6, Non-affiliated 5. Large rural area containing most of mid-Wales. Farming is the largest local industry; tourism is important (Brecon Beacons national park). Hay-on-Wye was converted to a book town by Richard Booth in the 1970s.

The Liberal Democrats held Talybont-on-Usk at a byelection on 22 November, and regained two seats in Crickhowell with Cwmdu and Tretower at a byelection on 9 November, after the outgoing councillors left the party.
