Independent Group 12, Dowlais and Pant Community Independents 2, Independent 2. At the northern end of the South Wales valleys, with mining now confined to opencast workings.

A Labour administration took over from the Independents in September 2024. Paula Layton and Declan Sammon (both Dowlais and Pant) moved from Independent to Dowlais and Pant Community Independents in September 2024. Labour gained a seat from an Independent at a byelection in Bedlinog and Trelewis on 5 September. Kevin Gibbs (Penydarren) moved from Labour to Independent in April 2024.
