Independents 21, Gwynedd First 2. The Labour and Liberal Democrat councillors sit together in a Lib/Lab group. North-west Wales, including Snowdonia; solidly Welsh-speaking, including university town of Bangor. Llais Gwynedd were formed when the Plaid Cymru council proposed school closures in rural areas.

Stephen Churchman (Dolbenmaen ward, Liberal Democrat) and Gareth Coj Parry (Labour Party, Hendre) formed Gwynedd First in January 2026.
