Liverpool Mayoralty may be over

The latest updates on local electoral information are as follows.

Changes of allegiance

  • Castle Point: Bill Dick, who was elected for the Conservatives in St Peter’s ward, has left the party to sit as an Independent councillor.
  • Elmbridge: The two councillors from Weybridge Riverside ward who left the Liberal Democrats in May and had formed the Riverside Independent group, have now rejoined their old party. They are Vicki Macleod and Ashley Tilling.

New vacancies

  • Bristol: Clifton Down ward, after the impending resignation of Green Party councillor Clive Stevens due to long term stress. His term would have ended in May so no byelection will ensue.
  • Corby: Rural West ward, after the resignation of Independent councillor Bob Rutt who had been elected for the Conservatives. The seat will be left vacant until the authority is abolished at the end of March.
  • Craven: Penyghent ward, after the death of Conservative councillor Richard Welch. Term ends 2022.
  • Glasgow: Baillieston ward, after the disqualification of Labour councillor Jim Coleman who has not attended any council meetings in six months. He was unable to use the IT equipment to attend virtual meetings. Term ends 2022.
  • Greenwich: Shooters Hill ward, after the impending resignation of Labour councillor Chris Kirby who is moving out of the borough. Term ends 2022.
  • Lewisham: New Cross ward, after the impending resignation of Labour councillor Joe Dromey who has been appointed to a politically restricted post. Term ends 2022.
  • Liverpool: West Derby ward, after the resignation of Labour councillor Lana Orr. Her term was due to end last May but was extended by a year, so no byelection will be held.
  • North Yorkshire: Ribblesdale division, after the death of Conservative councillor Richard Welch. His term was due to end in May so he will not be replaced in a byelection.

Dates for byelections

  • In England, all current vacancies which do not fill a term ending in 2021 will be held on 6 May 2021, the ordinary day for local elections. The Cabinet Office has confirmed that local elections teams should not plan on this date being brought forward. Regulations in Wales will require outstanding byelections to be held in a period between 1 March and 16 April 2021.
  • Glasgow: The byelection due in Baillieston ward will be held on 18 March.
  • Glasgow: The byelection due in Partick East/Kelvindale ward will be held on 18 March.

Other updates

  • Liverpool: The Labour group has decided to call a referendum in 2023 on whether to end the directly-elected Mayor system.
  • Newham: The High Court has dismissed a Judicial Review application from Democracy Newham Ltd. Their petition for a referendum on changing to the Leader and Cabinet model has been held to be invalid. The council will have a referendum on changing to the committee system on 6 May, called by the council.
