Liberal Party 3, Independent allied with the Liberal Party 1. Seaport on the Mersey in the north-west; suffered deprivation, riots and political extremist infiltration in the 1980s but has since undergone much regeneration. Development along the shore cost it World Heritage Site status in 2021. Adopted a directly-elected Mayor in 2012, currently Joanne Anderson.

Commissioners are assisting in running the council. The council will move to all-out elections from 2023. Anfield and Clubmoor have vacant seats (both held by Labour).
