There are vacant seats in four wards: Moreton West and Saughall Massie (Conservative), New Brighton (Labour), Rock Ferry (Independent elected as Labour), West Kirby and Thurstaston (Conservative). Tony Cox (Hoylake and Meols) is suspended by the Conservative group since November 2020. Steve Hayes (Birkenhead and Tranmere) moved from Green Party to Independent in August 2020.
