Rochford District Residents 7, Non-aligned 5 (the Green Party councillor is also in this group), Associated Independents 4, Rochford and Foulness Wakering Independents 3. South Essex; a small district north of Southend, including Southend airport.

The government proposes to merge the council with Castle Point and Southend-on-Sea to create a new unitary South East Essex council in 2027. There are double vacancy elections on 7 May in Downhall and Rawreth (held by Liberal Democrats) and Hawkwell East (held by Rochford District Residents).
