Independent 4. Sparsely populated east Lancashire district including many Pennine villages. The main town is Clitheroe. Historically a textiles area, now more dominated by agriculture and tourism.

There are byelections on 6 May in Billington and Langho, Mellor, and West Bradford and Grindleton wards (all held by the Conservatives). Alston and Hothersall has a vacant seat (held by an Independent elected as a Conservative). Ian Brown (Salthill) moved from Conservative to Independent in April 2021.
