Independent 7, Progressive Liberal Group 2. Sparsely populated east Lancashire district including many Pennine villages. The main town is Clitheroe. Historically a textiles area, now more dominated by agriculture and tourism.
The Liberal Democrats gained a seat from Labour in St Mary’s ward, at a byelection on 1 May. Stephen Atkinson (Brockhall and Dinckley) moved from Conservative to Reform UK in March 2025. Derek Brocklehurst (Alston and Hothersall) moved from Labour to Independent in December 2024.
