Elizabeth Atkins (Ashton) moved from Labour to Independent in October 2025. The Liberal Democrats gained a seat from Labour in Ashton ward at a byelection on 16 October. Stephen Thompson (Preston Rural North) moved from Conservative to Reform UK in September 2025. Carol Henshaw (City Centre) joined Preston Independents in August 2025.
