Independent 12, Wycombe Independent 2. A unitary county council. One of the home counties, and the only county council to stay Conservative in 1993. Its county hall building in Aylesbury is widely regarded as the biggest eyesore in the county.

Robin Stuchbury (Buckingham) moved from Labour to Independent in May 2025.
