IMPACT Alliance 8 (Independents 6, Independent Network 2, and the Labour and Green councillors sit in this group); Wycombe Independents 3 (sit in the Alliance Grouping with the Liberal Democrats), Independent 1. A unitary county council. One of the home counties, and the only county council to stay Conservative in 1993. Its county hall building in Aylesbury is widely regarded as the biggest eyesore in the county.

The Conservatives held seats in Farnham Common and Burnham Beeches, and Hazlemere, at byelections on 22 February. The Liberal Democrats gained a seat in Buckingham East from the Conservatives at a byelection on 2 November.
