Independent Voice of Oxfordshire 3 (including Henley Residents' Group 1), non-grouped Independent 3, Independents in the Conservative Independent Alliance 1. The Liberal Democrats and Green Party sit in the same group. One of the home counties, based around the university city of Oxford.

The Liberal Democrats held Sutton Courtenay and Marcham at a byelection on 20 June. Jane Murphy (Didcot East and Hagbourne) moved from Conservative to ungrouped Independent in May 2024. The Independent Voice of Oxfordshire group was formed in April 2024 by Independent councillors previously in Labour and the Liberal Democrats. Kevin Bulmer (Goring) was suspended from the Conservatives in March 2024 and left entirely in June 2024.
