Independent and Green Group 4 (includes the Green Party); Independent 1. Breckland is a gorse-covered sandy area in south Norfolk and north Suffolk; the council is based in East Dereham.

Stephen Fraser (Attleborough Burgh and Haverscroft) moved from Independent to Conservative in July 2024. Tina Kiddell (Watton) moved from Conservative to Independent and Green group in May 2024. The Conservatives gained a seat from the Liberal Democrats in Hermitage ward, at a byelection on 2 May.
