Independent 5, Independent Union 1. Port and manufacturing town, originally in Durham and then in the former county of Cleveland. Famous as the town which hanged a monkey mistaken for a foreign sailor; the monkey mascot of Hartlepool FC was elected as Mayor in 2002.

Mike Young (Rural West) moved from Conservative to Reform UK in August 2025. Reform UK gained two seats in Throston ward, on 10 July and 1 May, both from Labour. Rob Darby (Hart) moved from Conservative to Reform UK in May 2025. Tom Feeney (Rossmere) moved from Labour to Independent in May 2025.
