Independent 5, Independent Union 1. Port and manufacturing town, originally in Durham and then in the former county of Cleveland. Famous as the town which hanged a monkey mistaken for a foreign sailor; the monkey mascot of Hartlepool FC was elected as Mayor in 2002.

Throston has a byelection on 10 July (held by ‘Hartlepool People’ elected as Labour). Rob Darby (Hart) moved from Conservative to Reform UK in May 2025. Tom Feeney (Rossmere) moved from Labour to Independent in May 2025. Reform UK gained a seat from Labour in Throston at a byelection on 1 May.
