Port and manufacturing town, originally in Durham and then in the former county of Cleveland. Famous as the town which hanged a monkey mistaken for a foreign sailor; the monkey mascot of Hartlepool FC was elected as Mayor in 2002.

Hart, Manor House, and Seaton wards each have vacant seats (held by Labour, Brexit Party elected for the UK Independence Party, and Putting Seaton First respectively). Dave Hunter (Burn Valley) moved from Labour to Independent in July 2020.
