Port and manufacturing town, originally in Durham and then in the former county of Cleveland. Famous as the town which hanged a monkey mistaken for a foreign sailor; the monkey mascot of Hartlepool FC was elected as Mayor in 2002.

Hart and Manor House wards each have vacant seats (held by Labour and a Brexit Party councillor elected for the UK Independence Party respectively). Dave Hunter (Burn Valley) moved from Labour to Independent in July 2020. John Tennant (Jesmond) moved from Brexit Party to Independent Union in 2020. Tom Cassidy (Hart) moved from Independent Union to Conservative in April 2020.
