Conwy First Independent 18, Citizens First Alliance 2, Allied Independents 2, Independent 1, non-aligned 1. The Green Party councillor is in a joint group with Plaid Cymru. A large area of north Wales, including tourist resorts Llandudno, Colwyn Bay and Conwy (historic castle). The inland area is in Snowdonia national park.

Goronwy Edwards (Caerhun) moved from Conwy First Independents to non-aligned in July 2025. Louise Emery (Gogarth Mostyn) and Tom Montgomery (Tudno) moved from Conservative to Reform UK in July 2025. Dave Jones (Glyn y Marl) moved from Labour to Citizens First Alliance in June 2025. The Citizens First Alliance were formed in May 2025 by three Independent councillors.
