Community First 1. South-east Lancashire town, based on the textile industry. A relatively small district; includes Bacup, Rawtenstall and Haslingden in addition to Rossendale itself.
The government proposes to merge the council with Blackburn with Darwen, Burnley, Hyndburn, and Pendle, to create a unitary Pennine Lancashire council in 2027. The Green Party gained a seat from Labour in Hareholme and Waterfoot at a byelection on 2 April.
