North Devon Independent 7 (group includes the Green Party), non-aligned 1. Includes part of Exmoor (Lynton and Lynmouth) and the coastal resort town of Ilfracombe, with the largest town being Barnstaple.

The government proposes to merge the council with Torridge, West Devon and parts of East Devon, Mid Devon, South Hams and Teignbridge to create a unitary Devon Coast and Countryside council in 2027. The Liberal Democrats gained a seat in Fremington from an Independent at a byelection on 2 April.
