Exe Valley has a byelection on 23 September (held by the Liberal Democrats). Paul Millar (Exmouth Halsdon) moved from Independent to Labour in July 2021. At byelections on 8 July, the Conservatives gained Feniton from an Independent, and Labour gained Honiton St Michaels from the Liberal Democrats. At a byelection on 6 May, the Conservatives gained Whimple and Rockbeare from an Independent Progressive.
