Independents in Democratic Alliance Group with the Liberal Democrats and Green Party 9, Independent Group 8, Cranbrook Voice 3, Independent Councillor Group 2 (including one from the Liberal Party). Based around Sidmouth, Exmouth and Honiton. The council is in a shared services arrangement with South Somerset, sharing a chief executive.

Bethany Collins (Ottery St Mary) moved from Democratic Alliance to Liberal Democrat in April 2025. Charlotte Fitzgerald (Budleigh and Raleigh) moved from Independent to Liberal Democrat in March 2025 (but remained in the Democratic Alliance group). The Liberal Democrats held Exe Valley at a byelection on 13 March.
