Independent Goup 3, ungrouped Independent 1. Devon coastal resort towns (Torquay, Paignton and Brixham) known as the English Riviera. Brixham has a fishing industry, but tourism is the main employer.

The government proposes to merge the council with parts of South Hams and Teignbridge to create a larger Torbay council in 2027.
