Independent 2, Selby Independents 2, Independent group 1. South of York and east of Leeds, including the ancient kingdom of Elmet. The brewing town of Tadcaster is in the north, while Drax power station is in the southern part of the district.

The council is to be abolished on 1 April 2023 and replaced by North Yorkshire council. Dave Brook (Sherburn in Elmet) moved from Yorkshire Party to Labour, and Neil Reader (Escrick) moved from Conservative to Independent, in May 2022. John Cattanach (Cawood with Wistow) moved from Conservative to Independent in April 2022. The Conservatives gained Byram and Brotherton from the Yorkshire Party at a byelection on 20 January.
