Highland Independent 17, Highland Alliance 9, non-aligned 2. Large authority in northern Scotland, from Glencoe and Fort William north to Cape Wrath and John O'Groats. Includes city of Inverness. Tourism, fishing, and whisky industries; also includes Dounreay nuclear power station.

The Liberal Democrats gained a seat from the Scottish National Party at a byelection in Fort William and Ardnamurchan on 11 December. Karl Rosie (Thurso and Northwest Caithness) moved from Alba to Highland Independent in December 2025. Michael Baird (North, West and Central Sutherland) moved from Liberal Democrat to non-aligned in November 2025. At byelections on 25 September, the Liberal Democrats gained a seat in Tain and Easter Ross from the Scottish National Party, and an Independent succeeded the Scottish Green Party in Caol and Mallaig.
