Residents’ Associations 22, Independent 4. Surrey commuter towns, which fought against inclusion in Greater London in the early 1960s. The council has been run by the Residents' Association since the 1930s.

The council will be merged with Elmbridge, Mole Valley, Reigate and Banstead, and Tandridge, forming a new East Surrey unitary council in 2027. James Lawrence (College) moved from Liberal Democrat to Independent in March 2026. Christine Howells (Nonsuch) moved from Residents’ Association to non-grouped in February 2026. Chris Watson (Ewell Court) moved from Residents’ Association to Labour in February 2026. Shanice Goldman (Nonsuch) moved from Residents’ Association to non-grouped in December 2025, to Conservative in January 2026.
