Blackpool Independents 2, Norbreck Independent 1, Independent non-aligned 1. Lancashire coastal resort famous as a party conference venue. The council had hoped to be the site of a 'supercasino' under a Blair government policy but lost the bid (the policy was later scrapped).

At byelections on 6 May, the Conservatives held Highfield and gained Norbreck from an Independent.
