Changes of allegiance
- Stockport: Stuart Bodsworth, who was elected for the Liberal Democrats in Cheadle Hulme South ward, has joined the Labour Party.
- Tendring: Two councillors originally elected for the UK Independence party but who had been in the Coastal Independents group, have now formed their own Tendring Independents group. They are Anne Poonian (Walton ward) and John Chittock (Bockings Elm ward).
New vacancies
- East Hampshire: The Hangers and Forest ward, after the death of Conservative councillor Judy Onslow. Term ends 2019.
- Newport: St Julian’s division, after the death of Liberal Democrat councillor Ed Townsend. Term ends 2017.
Date for byelection
- Essex: The byelection due in Basildon Laindon Park and Fryerns division will be held on 9 June.

- The following authorities have no overall majority control after the 5 May elections: Basildon, Calderdale, Colchester, Dudley, Elmbridge, Great Yarmouth, Hart, Kirklees, Maidstone, Milton Keynes, Newcastle-under-Lyme, North East Lincolnshire, Pendle, Plymouth, Portsmouth, Rugby, Southend-on-Sea, Stockport, Stroud, Three Rivers, Thurrock, Walsall, Weymouth and Portland, and Worcester. - North Tyneside: A referendum on 5 May decided to retain a directly-elected Mayoral system.
- Torbay: A referendum on 5 May decided to end governance by a directly-elected Mayor in the borough.
