The latest information about local electoral matters is as follows:
- Derbyshire county council: Vacancy in Buxton West division after the disqualification of Conservative county councillor Robin Baldry, who has been given a suspended prison sentence after pleading guilty to theft of subsistence allowances. As his term was due to end in May, he will not be replaced in a byelection.
- West Lindsey district council: Vacancy in Gainsborough East ward after the death of Liberal Democrat councillor Mel Starkey. Term ends 2015.
East of England
- Brentwood borough council: Four councillors elected as Conservatives have jointly resigned the party whip in protest at the party’s local leadership. They are Russell Quirk (Hutton North ward), William Lloyd (Warley ward), Nigel Clarke (Brentwood West ward) and Phil Baker (Shenfield ward). The group have made it clear that they still support the Conservative Party nationally and will sit as Independent Conservative councillors.
- Chelmsford city council: Vacancy in Broomfield and The Walthams ward after the death of the longest serving councillor, Delmas Ashford. Ashford was an Independent councillor for most of his career, except for 1999-2011 when he was a Conservative. Term ends 2015.
- Fenland district council: Byelection on 17 January in Hill ward after the death of Conservative councillor Bruce Wegg. Term ends 2015.
- Norfolk county council: Vacancy in North Coast division after the resignation of Stephen Bett, who has been elected Police and Crime Commissioner for Norfolk. He was elected as a Conservative but was sitting as an Independent at the time of his resignation. No byelection can be held because full council elections are due in May.
- North Norfolk district council: Vacancy in Cromer Town ward after the death of Conservative councillor Keith Johnson, who had been Leader of the Council since May. The circumstances of his death have made national headlines. Term ends 2015.
- South Norfolk district council: The two Independent councillors, Keith Weeks (Bressingham and Burston ward) and Jon Herbert (Mulbarton ward), who left the Conservative group in October 2011 and December 2012 respectively, have now formed an Independent group on the council.
- Hammersmith and Fulham borough council: Byelection on 7 February in Wormholt and White City ward after the death of Labour councillor Jean Campbell. Term ends 2014.
- Royal Borough of Kingston-on-Thames: Vacancy in Berrylands ward after the death of Liberal Democrat councillor Frances Moseley. Term ends 2014.
- Lambeth borough council: Byelection on 17 January in Brixton Hill ward, after the resignation of Labour councillor Steve Reed who is now MP for Croydon North. Term ends 2014.
- Darlington council: Vacancy in Lascelles ward after the death of Labour councillor Jacqui Maddison. Term ends 2015.
- Durham council: Vacancy in Aycliffe West division after the death of Labour councillor Enid Paylor. As her term was due to end in May, she will not be replaced in a byelection.
- Stockton-on-Tees Borough Council: Byelection on 7 February in Village ward after the death of Teesside Independent Alliance councillor Mick Eddy. Term ends 2015.
- Sunderland city council: Vacancy in Houghton ward after the death of Labour councillor Kath Rolph. Term ends 2015.
- Knowsley borough council: Vacancy in St Michael’s ward after the death of Labour councillor and cabinet member Ken Keith. Term ends 2014.
- Oldham borough council: Vacancy in Royton South after the death of Labour councillor Phil Harrison. Term ends 2014.
- Wirral borough council: There are two byelections on 17 January 2013. The poll in Leasowe and Moreton East ward follows the death of Labour councillor Anne McArdle; term ends in 2014. The poll in Heswall ward follows the death of Conservative councillor Peter Johnson; the term there ends in 2016.
- Arun district council: Vacancy in Aldwick East ward after the death of Conservative councillor Robin Brown. Term ends 2015.
- Buckinghamshire county council: Mohammad Bhatti, who was elected for the Conservatives in Chesham East division, has joined the Labour Party. He will be the sole Labour Party member on the council.
- Chiltern district council: Mohammad Bhatti, who was elected for the Conservatives in Newtown ward, has joined the Labour Party. He will be the sole Labour Party member on the council.
- Dover district council: Vacancy in Maxton, Elms Vale and Priory ward after the death of Labour councillor and former Mayor Diane Smallwood. Term ends 2015.
- Kent county council: Vacancy in Gravesham East division following the resignation of Conservative councillor Bryan Sweetland, who was elected county councillor for Gravesham Rural division on 20 December 2012. The Gravesham East division will not be filled in a byelection as the full council election is less than six months away.
- Reigate and Banstead borough council: Vacancy in South Park and Woodhatch ward after the death of Conservative councillor Frances King. Term ends 2014.
- Runnymede borough council: Vacancy in Foxhills ward after the death of Conservative councillor Frances Barden. Term ends 2015.
- Cornwall council: Vacancy in Ludgvan division after the resignation of Independent councillor Irene Bailey due to ill health; as her term had less than six months to run, she will not be replaced in a byelection.
- Forest of Dean district council: Byelection on 7 February in Berry Hill ward after the death of Labour councillor Helen Stewart. Term ends 2015.
- Sedgmoor district council: Byelection on 24 January in Highbridge and Burnham Marine ward after the resignation of Liberal Democrat councillor Joe Leach, who has taken a politically restricted post. Term ends 2015.
- West Dorset district council: Vacancy in Cam Vale ward after the death of Conservative councillor Richard Jungius. Term ends 2015.
- Dudley borough council: Byelection on 31 January 2013 in Woolaston and Stourbridge Town ward after the death of veteran Conservative councillor Malcolm Knowles. Term ends 2014.
- Herefordshire council: Byelection on 24 January in Ross-on-Wye West ward after the death of veteran Conservative councillor Gordon Lucas. Term ends 2015.
- South Staffordshire district council: Vacancy in Perton East ward after the death of Conservative councillor David Billson, who was deputy leader of the council. Term ends 2015.
- Staffordshire county council: There are two vacancies, both caused by the deaths of Conservative councillors. Perton division is vacant after the death David Billson, while Stonydelph division is vacant after the death of Brian Beale. Neither seat will have a byelection as the full council elections are due in May.
- Tamworth borough council: Vacancy in Wilnecote ward after the death of Conservative councillor and former Mayor Brian Beale. Term ends 2015.
- Telford and Wrekin council: Vacancy in Dawley Magna ward after the death of Labour councillor Brian Duce. Term ends 2015.
- Hambleton district council: Vacancy in Whitestonecliffe ward after the resignation of Conservative councillor Nigel Clack. Term ends 2015.
- North East Lincolnshire council: Vacancy in Humberston and New Waltham ward after the death of Conservative councillor and former Mayor John Colebrook. Term ends 2014.
- Bridgend county borough council: Byelection on 31 January in Bryncoch division after the death of Labour councillor Pat Penpraze. Term ends 2017.
- Moray council: Byelection on 7 March 2013 in Heldon and Laich ward after the resignation of Scottish National Party councillor Carolle Ralph, who has stepped down after becoming the victim of a hate-mail campaign. Term ends 2017.
- North Lanarkshire council: Vacancy in Coatbridge West ward after the death of Labour councillor Tom Maginnis. Term ends 2017.
- Scottish Borders council: Impending vacancy in Leaderdale and Melrose ward due to the resignation of the leader of the Borders Party, Nicholas Watson. Term ends 2017.
- South Lanarkshire council: Byelection on 14 February in Rutherglen South ward after the death of Scottish National Party councillor Anne Higgins. Term ends 2017. Her death means that Labour now has exactly half of the seats and would gain overall control of the council if a Labour councillor was elected in the byelection.
