- Blaby district council: Byelection on 28 June in Ravenhurst and Fosse ward after the death of Labour councillor Phil Fox. Term ends 2015.
- Charnwood borough council: Byelection on 28 June in Sileby ward after the death of Conservative councillor Roy Brown. Term ends 2015.
- Chesterfield borough council: Byelection on 5 July in St Helen’s ward after the death of Labour councillor Trevor Reynolds. Term ends 2015.
- Corby borough council: Byelection on 12 July in East ward after the death of Labour councillor and former council leader Pat Fawcett. Term ends 2015.
- East Northamptonshire district council: Byelection on 14 June in Barnwell ward after the death of the deputy leader of the council and Conservative councillor, Philip Hardcastle. Term ends 2015.
- North Lincolnshire council: Haque Kataria was elected councillor for Town ward on 31 May, holding the seat for the Labour Party.
- South Northamptonshire district council: Byelection on 28 June in Grange Park ward after the death of Conservative councillor Paul Farrow. Term ends 2015.
East of England
- Chelmsford borough council: Byelection on 28 June in Patching Hall ward after the death of Liberal Democrat councillor Tom Smith-Hughes. Term ends 2015.
- Dacorum borough council: Byelection on 21 June in Woodhall Farm ward after the resignation of Conservative councillor Steve Holmes; it is now clear that his resignation was prompted by his arrest. Term ends 2015.
- Essex county council: Byelection on 28 June in Chelmsford North division after the death of the leader of the opposition, Liberal Democrat councillor Tom Smith-Hughes. Term ends 2013.
- Hertfordshire county council: Byelection on 21 June in Hemel Hempstead Town division after the resignation of Conservative councillor Steve Holmes; it is now clear that his resignation was prompted by his arrest. Term ends 2013.
- Huntingdonshire district council: Byelection on 21 June in Earith ward after the death of Conservative councillor Philip Godfrey. Term ends 2015.
- Maldon borough council: Byelection on 5 July in Tollesbury ward after the death of Conservative councillor Russell Porter. Term ends 2015.
- North Hertfordshire district council: Robert Inwood, who was elected as a Liberal Democrat in Royston Palace ward, has joined the Labour Party.
- Three Rivers district council: Guy Davis, who was elected as a Conservative in Chorleywood East ward, has left the party to sit as an Independent councillor.
- Barnet borough council: Andreas Ioannidis was elected councillor for Brunswick Park ward on 31 May. He gains for the Labour Party a seat previously held by the Conservatives.
- Hammersmith and Fulham borough council: Impending vacancy in Town ward due to the resignation of former Conservative council leader Stephen Greenhalgh, who is to be appointed Deputy Mayor for Policing by the Mayor of London.
- Royal Borough of Kensington and Chelsea: Byelection on 28 June in Brompton ward after the death of Conservative councillor and cabinet member for family and children’s services, Baroness Ritchie of Brompton. Term ends 2014.
- Royal Borough of Kingston-upon-Thames: Byelection on 5 July in Grove ward, after the resignation of Liberal Democrat councillor Marc Woodall who has taken a politically restricted post at Surrey county council. Term ends 2014.
- Waltham Forest borough council: Vacancy in Larkswood ward after the resignation of Conservative councillor Ed Northover, who is now working in Hong Kong. Term ends 2014.
- Durham county council: Byelection on 21 June in Peterlee West division after the death of Liberal Democrat councillor Barbara Sloan. Term ends in 2013.
- Carlisle city council: Byelection on 21 June in Harraby ward after the death of Labour councillor Dave Weedall who was the longest serving councillor in the City. Term ends 2014.
- Fylde borough council: Byelection on 5 July in Heyhouses ward after the resignation of Conservative councillor Peter Wood. Term ends 2015. His resignation removes, at least temporarily, the Conservative overall majority.
- Liverpool city council: There are two byelections on 5 July. Allerton and Hunts Cross ward will elect a councillor after the resignation of Liberal Democrat councillor Vera Best, who has since died. Riverside ward will elect the councillor successor of Joe Anderson, the Labour Party group leader, who was elected Mayor in May. Both terms end in 2014.
- Oldham borough council: Byelection on 14 June in Failsworth East ward after the death of Labour councillor Barbara Dawson. Term ends 2014.
- Ashford borough council: Vacancy in Tenterden South ward after the death of Conservative councillor Peter Goddard. Term ends 2015.
- East Hampshire district council: Vacancy in Horndean Downs ward after the resignation of Conservative councillor Julia Marshall. Term ends 2015.
- Eastbourne borough council: Caroline Ancell was elected councillor for Meads ward on 31 May, holding the seat for the Conservative party.
- Elmbridge borough council: The May election in Esher ward has been postponed to 21 June after the death of Bruce King, who had been nominated as a Labour candidate. The seat is held by the Conservatives.
- Kent county council: Byelection on 14 June in Tunbridge Wells East division after the death of Conservative councillor Kevin Lynes. Term ends 2013.
- South Bucks district council: Byelection on 14 June in Iver Heath ward after the resignation of Conservative councillor Julian Wilson. Term ends 2015.
- Thanet district council: Byelection on 5 July in Westgate-on-Sea after the death of Conservative councillor Brian Goodwin. Term ends 2015.
- Tonbridge and Malling borough council: Byelection on 5 July in West Malling and Leybourne ward after the death of Council Leader Mark Worrall, who was a Conservative. Term ends 2015.
- Wealden district council: Byelection on 14 June in Frant and Withyham ward after the death of Conservative councillor John Padfield. There is also a vacancy in Polegate North ward after the death of veteran Liberal Democrat councillor Roy Martin. Both terms end in 2015.
- Bournemouth borough council: David D’Orton-Gibson of the Conservative Party was elected councillor for Redhill and Northbourne ward on 31 May. He holds the seat for his party.
- Cotswold district council: Julian Beale was elected councillor for Fosseridge ward on 31 May. He holds the seat for the Conservative Party.
- South Gloucestershire council: Ben Walker, who was elected as a Conservative in Bradley Stoke North ward, has joined the UK Independence Party. He cites a smear campaign against him by local Conservatives, which also led to the refusal to elect him as Chairman of the Council earlier in the month. As there are no other UKIP councillors he is unable to form a group and will sit as an Independent.
- West Devon district council: Byelection on 21 June in Tavistock North ward after the resignation of Conservative councillor Mike Harper. Term ends 2015.
- Dudley borough council: Byelection on 21 June in Norton ward after the death of Conservative councillor Angus Adams. Term ends 2014.
- Malvern Hills district council: Vacancy in Malvern West ward after the resignation of Green Party councillor Luna Deller, who is moving to Kuala Lumpur. Term ends 2015.
- Stoke-on-Trent city council: Vacancy in Springfields and Trent Vale after the resignation of Labour councillor Sarah Hill, whose leadership challenge was defeated. Term ends 2015.
- Wyre Forest district council: Rose Bishop, who was elected for the Liberal Party in Offmore and Comberton ward, has joined the Conservative Party. Her move helps shore up support for the Conservative minority administration which now has half the councillors.
- Ryedale district council: Edward Legard, who was elected for the Conservatives in Wolds ward, has left the Conservative group citing “irreconcilable differences” between himself and the group (and council) leader.
- Gwynedd county council: Byelection in Bryncrug/Llanfihangel division on 14 June after no candidates were nominated for the May elections.
- Isle of Anglesey county council: There are two vacancies. Llanbedrgoch division is vacant after the resignation of unaffiliated councillor Barrie Durkin who was suspended from the council. Gwyngyll division is vacant after the resignation of John Penri Williams of Plaid Cymru. Both terms end in 2013.
- Pembrokeshire council: Owen James, who was elected as a Conservative in Scleddau division, has declined to join the Conservative group and is now sitting as an unaffiliated councillor.
- Vale of Glamorgan council: Vacancy in Buttrills division after the death of former council leader, Mayor and Labour councillor Margaret Alexander. Term ends 2017.
