The latest information about other local council electoral matters is as follows:

East Midlands

East of England

  • Cambridgeshire county council: Byelection on 16 September in East Chesterton division after the resignation of Liberal Democrat councillor Siep Wijsenbeek. Term ends 2013.
  • Dacorum borough council: Rosemarie Hollinghurst was elected councillor for Aldbury and Wigginton ward on 26 August, gaining her seat from the Conservatives.
  • Norwich city council: Byelections on 9 September in 13 separate wards. The disqualified incumbents, who may be defending their seats, are Labour councillors Jenny Lay (Crome ward), Brian Morrey (Catton ward), Mary Cannell (Lakenham ward), Linda Blakeway (Mile Cross ward), Sue Sands (Sewell ward), and James ‘Bert’ Bremner (University ward), Green Party councillors Howard Jago (Mancroft ward), Claire Stephenson (Nelson ward), Janet Bearman (Town Close ward) and Tom Llewellyn (Wensum ward), Liberal Democrats Brian Watkins (Eaton ward) and Joyce Divers (Thorpe Hamlet ward), and Conservative councillor Antony Little (Bowthorpe ward). Winners will have terms ending in 2014.

London

North East

  • Durham county council: Byelection on 30 September in Brandon ward, after the death of Labour councillor Ronnie Rodgers. There is also a vacancy in Deneside ward after the death of Labour former council leader Albert Nugent. Both terms end in 2013.
  • Gateshead borough council: There are two byelections on 23 September. That in Lobley Hill and Bensham ward comes after the death of Labour councillor and former Mayor Frank Donovan and the term ends May 2011. That in Saltwell ward comes after the resignation of Labour councillor Ian Mearns, now Member of Parliament for Gateshead, and the term ends in 2012.
  • Middlesbrough borough council: Byelection on 9 September in Ayresome ward after the resignation of Labour councillor Barbara Dunne. Term ends May 2011.
  • Redcar and Cleveland council: Labour Party candidate Doreen Rudland was elected councillor for Brotton ward at the byelection on 26 August, holding the seat for her party.
  • Stockton-on-Tees borough council: There are two vacancies. That in Ingleby Barwick East ward is caused by the resignation of Ingleby Barwick Independent Society member Andrew Larkin. That in Mandale and Victoria ward comes after the death of councillor Allison Trainer, who was a member of the Thornaby Independent Association. Both terms end in May 2011.

North West

  • Carlisle city council: Byelection on 16 September in Stanwix Urban ward after the resignation of Conservative councillor John Stevenson, now MP for Carlisle. Term ends 2012.
  • Cheshire East council: Byelection on 30 September in Alderley ward after the death of Conservative councillor Liz Gilliland. Term ends May 2011. Robert Parker, elected as a Conservative in Crewe West ward, has left the party to sit as an Independent. His move follows his deselection as a candidate for the next election; he has declared that he is to vote in opposition to the Conservative leadership.
  • Cumbria county council: Byelection on 9 September in Aspatria and Wharrels division due to the death of Council leader Jim Buchanan, who was a Conservative. Term ends 2013.
  • Fylde borough council: Byelection on 9 September in Kilnhouse ward after the death of former Mayor and Conservative councillor John Prestwich. Term ends May 2011.
  • Knowsley borough council: Byelection on 16 September in Park ward after the resignation of Labour councillor Margaret Dobbie. Term ends May 2011.
  • Lancaster city council: Vacancy in Harbour ward after the death of Morecambe Bay Independent councillor John Barnes. Term ends May 2011.
  • Liverpool city council: Vacancy in Croxteth ward, after the death of Labour councillor and Deputy Lord Mayor Rose Bailey. There is expected to be a double vacancy election due to the impending resignation of Liberal Democrat councillor Phil Moffatt who is moving to Northern Ireland. Terms end 2011 and 2012. Meanwhile Ian Jobling, who was elected as a Liberal Democrat in Picton ward, has joined the Labour Party.
  • Preston city council: Byelection on 16 September in Cadley ward after the resignation of Liberal Democrat councillor Mike Onyon. Term ends 2012.
  • St Helens borough council: Vacancy in Billinge and Seneley Green ward, after the death of Labour councillor Richard Ward. Term ends 2012.
  • Tameside borough council: Byelection on 30 September in Longdendale ward after the death of Labour councillor Roy Oldham, who was leader of the council for 30 years. Term ends 2014. The byelection is likely to be held on 30 September.
  • West Lancashire borough council: There are two byelections on 2 September, both caused by the deaths of Labour councillors. Doreen Saxon of Skelmersdale South ward died on 28 March, and former Labour group leader Terry Rice of Upholland ward died on 2 June. Both terms end in May 2011.
  • Wyre borough council: Vacancy in Tithebarn ward after the death of Conservative councillor Peter Hawley. Term ends May 2011.

South East

South West

  • Cheltenham borough council: Vacancy in Springbank ward after the death of Liberal Democrat councillor John Morris. Term ends 2012.
  • Exeter city council: There will be byelections for 13 seats on 9 September. Twelve were vacated when the High Court quashed an order extending councillors’ terms. The incumbents, who may stand for re-election, are Liberal Democrats Stella Brock (St. David’s ward) and Ben Noble (Duryard ward), and Paul Smith (Alphington ward), Labour councillors Pete Edwards (Whipton Barton ward and group leader), Ian Martin (Mincinglake ward), Lesley Robson (Priory ward) and John Shepherd (Newtown ward), Conservatives Yolonda Henson (Polsloe ward and group leader), Margaret Baldwin (Cowick ward), and Ruth Smith (Pinhoe ward), plus Independent ex-Labour councillor Connel Boyle (Exwick ward) and Liberal councillor Chris Gale (Heavitree ward). The winners of the byelection will have terms ending in 2014. There will also be a byelection in Topsham ward, after the resignation of Conservative councillor Mark Starling; the term there will end in 2012.
  • Herefordshire council: Vacancy in St Nicholas ward, after the death of Independent councillor David Benjamin. Term ends May 2011.
  • Poole council: Byelection on 9 September in Newtown ward after the resignation of Liberal Democrat councillor Mike Plummer, who is devoting his time to a ‘Buy British’ campaign. Term ends May 2011.
  • Sedgemoor district council: Byelection on 30 September in Woolavington ward after the death of Labour group leader Roger Lavers. Term ends May 2011.
  • South Hams district council: Robert Vint, who was elected as a Liberal Democrat in Totnes Town ward, has joined the Green Party.
  • Teignbridge district council: Byelection on 23 September in Ipplepen ward after the death of Conservative councillor Victor Elliott. Term ends May 2011.

West Midlands

  • Cannock Chase district council: Diane Todd of the Labour Party was elected councillor for Heath Hayes East and Wimblebury ward on 26 August, gaining a seat previously held by the Conservatives.
