- Amber Valley borough council: Ripley and Marehay ward, after the death of Labour councillor Geoff Carlile who was Leader of the council in the early 1990s. Term ends 2011.
- Barnsley borough council: St Helens ward, after the death of Labour councillor David Bostwick who was cabinet member for adult social services and health. Term ends May 2010.
- Daventry district council: Drayton ward, after the disqualification of Terry Mullett who has been sentenced to 18 weeks’ imprisonment for benefit fraud; background checks also revealed that he was disqualified from election. He was a Conservative when first elected but had recently been sitting as an Independent. Term ends 2011.
- East Ayrshire council: Doon Valley ward, after the death of Independent councillor James Sutherland. Term ends 2012.
- Fenland district council: March West ward, after the death of Peter Skoulding, a former Mayor of March and a Conservative councillor. Term ends 2011.
- Gosport borough council: Leesland ward, after Liberal Democrat group leader Peter Chegwyn was disqualified for two years by the Adjudication Panel. Term ends May 2010.
- Hammersmith and Fulham borough council: Town ward, after the death of Conservative councillor Anthony Lillis who was cabinet member for community and children’s services. Term ends May 2010.
- Hampshire county council: Hardway division, after Liberal Democrat councillor Peter Chegwyn was disqualified for two years by the Adjudication Panel. Term ends 2013.
- Harborough district council: Market Harborough Welland ward, after the resignation of Bev Field (Liberal Democrat) who is moving out of the district. Term ends 2011.
- Hartlepool council: Elwick ward, after the death of veteran Independent councillor Stan Kaiser. Term ends May 2010.
- Malvern Hills district council: Hallow ward, after the resignation of Conservative councillor Jon Hickton. Term ends 2011.
- Newark and Sherwood district council: Beacon ward, after the death of former council leader Peter Prebble (Conservative). Term ends 2011.
- North Tyneside borough council: Preston ward, after Conservative councillor Linda Arkley was elected Mayor of North Tyneside. Term ends 2011.
- Nottinghamshire county council: Newark East division, after the death of Conservative councillor Peter Prebble. Term ends 2013.
- Redcar and Cleveland council: South Bank ward, after the death of Labour councillor Marilyn Bramley. Term ends 2011.
- Stockport borough council: Cheadle and Gatley ward, after the death of Liberal Democrat councillor Brian Millard, who was Leader of the Council in 2005-07. Term ends in May next year.
- Tendring district council: Burrsville ward, after the death of Charlie Sambridge (Conservative). Term ends 2011.
- Westminster city council: West End ward, after the particularly sad death of Ian Wilder who was a Conservative and an exceptionally dedicated servant of his ward. Term ends May 2010.
- West Somerset district council: West Quantock ward, after the resignation of Mitch Wicking who sat as an Independent councillor. He was recently suspended from office for three months by the Adjudication Panel after publicizing details of the compensation payments to departing Chief Executive Tim Howes. Term ends 2011.
- Worthing borough council: Marine ward, due to the impending resignation of outgoing council leader Keith Mercer (Conservative) who is moving to Cyprus. Term ends 2011.
- Worthing borough council: Salvington ward, due to the impending resignation of Conservative councillor Dr Heather Mercer who is taking up a university post in Cyprus. Term ends in May 2010.
- Wychavon district council: Droitwich South West ward, after the resignation of Yuleen Jewell who was a Conservative councillor. Term ends 2011.
- Wyre Forest borough council: Lickhill ward, after the death of Jill Fairbrother-Millis of the Kidderminster Hospital and Health Concern group. Term ends 2011.
