Independent 3, Independent allied with the Liberal Democrats 1. Border city in Cumbria, originally a mill town and later an important railway centre. The district also includes a large rural area with agriculture leading the local economy.

The council is to be abolished on 1 April 2023 and replaced by Cumberland council. There is a vacant seat in Botcherby and Harraby North (held by an Independent). The Liberal Democrats gained Longtown and the Border from the Conservatives on 5 May. Paul Nedved (Stanwix and Houghton) moved from Conservative to Independent in February 2022.
