Independent 4. Border city in Cumbria, originally a mill town and later an important railway centre. The district also includes a large rural area with agriculture leading the local economy.

The Secretary of State intends to abolish the council and incorporate it into a west Cumbria unitary council. Jo Ellis-Williams (Harraby South and Parklands) moved from Labour to Conservative in November 2021. Labour gained Currock and Upperby from the UK Independence Party on 28 October.
