Highlight of the byelections on 28 February was a narrow (87 vote) victory by the Conservatives in Cheam ward of the London Borough of Sutton. This byelection was forced when the sitting councillor was disqualified by the Adjudication Panel associated with the Standards Board for England.

The Conservatives also held on narrowly to gained from the Liberal Democrats in the split Slideslow ward, Bromsgrove borough council and held more comfortably at Hexham Gilesgate ward of Tynedale district council. Labour held Westminster ward, Ellesmere Port and Neston borough council. In Lerwick South ward, Shetland Islands council, one Independent councillor replaced another; the winner was Dr Jonathan Wills, who has twice fought the Parliamentary constituency of Orkney and Shetland, and fought the 1999 Scottish Parliament election in Shetland constituency, as the official Labour Party candidate; he left the Labour Party in 2002.
